From reading the comics, I'm just going to take a wild stab as to how this whole album plays out:
Claudio is telling the story of what transpired to Apollo, but I don't know at what point that stops happening, and at what point that is in the present. But Claudio mentions Jesse, Al the Killer, and even goes so far as to call Newo in the beginning, which is the beginning of the album.
I think A Favor House Atlantic is the last thing to happen in Claudio's recollection of the past, and it serves as the point where he was almost caught along with Ambellina and Jesse, but Al has a change of heart and keeps House Atlantic at bay by flying directly into it as a distraction for them to get away, and Claudio goes to visit Newo.
Then we return to the present where Claudio is done telling the story to Apollo, and desperately wants to talk to Newo, and reads her thoughts to the situation.
And I finally have an understanding for 21:13, which makes me giggle so much because of how awesome it is. It's the song about Claudio's dream of the hypothetical situation that he actually come home on time all those years ago, like what was talked about in the comics where he was out with Newo and didn't get home until the deaths of Matthew, Mariah, and Josephine had already happened, and what would have happened then, and the lyrics are blatant to that point.
